CB is an unlicensed radio servace that operates in the 27mhz frequency band. CBs are required by the FCC to only output 4 watts on AM and 12 watts on Single Side Band (SSB). They do not permit the use of repeaters.
With more and more people choosing GMRS, CB isn't as common as it used to be. They are still fairly common with certain groups of people like truckers and those in rural areas.
Even though they aren't as popular as they once were, new mobile, bass and handheld units can still be purchased today.
